Sir:-
In reply to Your Excellency's letter of the 20th instant, I have the honour to inform you that, in company with Commander Majendie, I paid this morning a visit to the Viceroy.
I informed His Excellency that it has been your wish to pay him another visit now, but that other urgent matters required your attention, and you therefore proposed to postpone your visit until your return from the South early in March. I proceeded to state your views as to the measures required to render effective the scheme of Admiral Li Chun for the suppression of piracy.
To all the four points set forth in your letter under acknowledgment he gave a ready assent, stating that he had already fully discussed them with Admiral Li, and that he quite concurred with you as to their importance.
